England supporters travelling to the United States for the 2026 World Cup this summer will be accompanied by just three British police officers — a stark reduction from previous tournaments — after the UK Football Policing Unit failed to secure extra funding from American authorities.
With up to 15,000 England fans expected at each group-stage fixture, the UKFPU will be represented by Superintendent Gareth Parkin alongside two football officers. Their role, according to chief constable Mark Roberts, will primarily be to act as "cultural interpreters" for local law enforcement rather than to manage any anticipated disorder.
Why so few officers?
The shortfall comes down to money. At previous major tournaments — including Euro 2024 in Germany, where 40 officers were deployed, and the 2022 World Cup in Qatar — funding arrangements were supported either by host nations or by government backing. This time, US states are not funding mobile policing delegations from abroad, leaving the UKFPU to cover costs itself.
That task has been made harder by a 10% cut to the unit's Home Office budget. Roberts was clear this was not a complaint directed at American hosts: "This isn't a criticism, it's a statement of fact. We're having to fund that ourselves, so that's limited the number of officers we can get out there."
To compensate, the UKFPU has delivered online presentations to all 16 World Cup host cities, briefing local law enforcement on how to engage with travelling supporters. England's group matches are scheduled for Dallas, Boston and East Rutherford in New Jersey.
No concerns over fan behaviour
Despite the reduced presence, Roberts was unambiguous about his expectations: "We are not anticipating problems. We can expect the supporters will behave very well." He added that a key part of the mission would involve reassuring American police that boisterous behaviour — a drink or two, singing in the streets — does not amount to disorder. "They are just having a good time and enjoying themselves," he said.
At the same time, Roberts acknowledged the need to communicate in the other direction, reminding England fans that conduct deemed acceptable at home may not be tolerated under local laws in the US.
The Football Supporters' Association is set to play a significant role in distributing safety information and guidance on local regulations ahead of the tournament. The Foreign Office has also advised all travellers to monitor official travel advice and ensure they have adequate insurance in place.
Scotland better resourced, thanks to Holyrood
By contrast, Police Scotland will send a larger contingent — funded by the Scottish Government — with efforts focused on the Boston area, where the Tartan Army's opening two fixtures are scheduled at Foxborough Stadium. It is a notable contrast that underlines how funding decisions at a government level directly shape the policing footprint at major international tournaments.
How many England fans are making the trip?
Approximately 3,500 tickets per group game have been sold through the Football Association's official travel club. Beyond that, between 10,000 and 11,000 more ticket holders purchased through the FIFA portal and declared themselves England supporters, with a further 1,000 places accounted for by friends and family of the squad.
Should England advance to the knockout rounds, demand is expected to grow substantially. Sources within the Football Supporters' Association indicated that interest in a potential last-16 tie in Mexico City already exceeds the numbers seen for the group stage.
For now, those 15,000 or so fans heading to Dallas, Boston and New Jersey will be watched over by a skeleton crew of three British officers — and, the UKFPU very much hopes, their own good sense.
